Overview 

Join this hands-on workshop to strengthen your understanding of implementation science and how it can support real-world service improvement. Designed for practitioners and policymakers in social services and government, the session will introduce key frameworks, strategies and tools, to help you implement evidence-informed policies and programs effectively even in resource-constrained settings. You will gain with practical insights for tackling barriers, engaging stakeholders, and driving meaningful, sustainable change. 

Learning objectives 

  • Learn the fundamentals of implementation science, including principles, strategies and considerations for ‘real-world’ implementation. 
  • Define the difference between change management, project planning, dissemination. 
  • Understand how to use implementation frameworks to support service improvement. 
  • Know how to select and apply ‘best bet’ implementation strategies to support service improvement. 
  • Learn important techniques for engaging stakeholders in implementation efforts. 
  • Understand how implementation fundamentals can be applied to your real-world/current service improvement efforts.

Expert Speaker: Dr Melinda Polimeni 

Educational and developmental psychologist & Implementation practitioner 

Melinda Polimeni, PhD, is a registered educational and developmental psychologist and researcher with more than 20 years’ experience in intervention design, service improvement, system reform, and implementation. She specialises in using evidence to improve outcomes for children and young people facing adversity, particularly in education, early childhood, disability and mental health. 

Melinda has led major reform initiatives across Australia, partnering with government and community sectors to adapt evidence-informed interventions to local contexts. She is a leading implementation practitioner, known for her work on Victoria’s statewide Family Preservation and Reunification Response (‘the Response’), which contributed to a 17% reduction in children entering out-of-home care. This work was recently profiled in an OECD report on evidence use for child wellbeing. 

At CEI, Melinda leads projects focused on evidence-informed design and implementation (including pioneering a ‘Common Elements Approach’) and co-developing an Aboriginal evidence base in partnership with Aboriginal organisations. 

Facilitators 

Dr Cheryl Seah, Developmental psychologist & Implementation researcher 

Cheryl Seah, PhD, is a developmental psychologist and a researcher with expertise in the field of implementation science, program and policy evaluations, and research translation into policy and practice in mental health, disabilities, social services and education.  

She has more than 20 years’ experience in clinical practice and research translation work that aims to improve quality of life for disadvantaged communities. Cheryl has worked with teams from government, education, healthcare and social services in skills-building and to enhance interventions for families and young people. She is a Director of CEI Singapore. Cheryl is also Adjunct Associate Professor at the National University of Singapore (NUS), working closely with the Centre for Behavioural and Implementation Science Interventions (BISI), and supporting evaluation and implementation work at the Centre for Holistic Initiatives for Learning and Development (CHILD, NUS). 

Dr Jean Liu, Psychologist & Monitoring and evaluation scientist 

Jean Liu, PhD, is an interdisciplinary researcher and consultant, passionate about tackling complex challenges at the intersection of health, technology, education and the arts. Formerly a professor at Yale-NUS College and consultant to the World Health Organization, she brings deep academic expertise and real-world experience across sectors. 

Jean has published more than 30 academic papers on the impact of technology on health and wellbeing, and has led consultancy projects with public, private and non-profit organisations, including MOH, IMH, LTA, HPB and WHO. She specialises in applying psychological research and data-driven insights to inform policy, improve services and drive systems change. 

Jean has helped establish behavioural insights units and serves on national advisory panels such as the MOH Agency for Care Effectiveness and the Mental Well-Being Resource Panel. With a unique blend of academic rigour and practical application, Jean brings a holistic and innovative approach to solving community and policy challenges.

1. Can I register my interest without paying immediately? 
Yes! You can choose to register your interest and pay later. However, to secure the early bird rate, payment must be completed by 9 June. 

2. What is the cancellation policy? 

  • Any cancellation must be given to the course administrator in writing (via email). 

  • A cancellation charge of 50% of the fee will be levied if the cancellation is received before 18 June. 

  • No refunds will be given from 18 June onwards, but swapping your registration to another name is permissible. 

  • CEI reserves the right to cancel the course due to unforeseen circumstances. If the course is cancelled, CEI will refund course fees paid in full. 

3. Is there any subsidy or SkillsFuture credit available for this workshop? 
Subsidies or SkillsFuture credits are not applicable for this workshop. However, we are offering an early bird rate for those who register and pay before 9 June, 11:59 PM (SGT). 

4. How do I complete my registration? 
Once you submit the registration form, you’ll receive the instructions for payment. Please transfer your fee via PayNow or bank transfer, and upload a screenshot of your payment receipt to complete your registration. Alternatively, your employer pay via PayNow or bank transfer or request an invoice.
