CEI has developed a scaling framework for education interventions, in partnership with BIT, on behalf of Education Endowment Foundation (EEF). The framework details what it takes to successfully scale education programs – in early years, primary and secondary school settings.
The framework and accompanying self-assessment tool map readiness indicators for each pipeline stage, from innovation through to scale-up.
Considerations for scaling are mapped against six key dimensions:
- Level of program development
- Feasibility and acceptability for education settings
- Scaling vision and strategy
- Capacity of lead organisation/s
- Policy context and stakeholder engagement
- Market considerations
The intention is to help program teams identify where development work is needed to support scalability, and to enable practical assessment of progress toward scale.

The Scaling framework and self-assessment tool were developed by CEI's Amy Hall, Anne-Marie Baan and Jane Lewis, with Dr Patrick Taylor from BIT, for the Education Endowment Foundation.
